Effective prevention of disease transmission, according to “infectious disease prevention and control law”, “medical waste management regulations” and “medical and health institutions medical waste management regulations” and other laws and regulations, the relevant requirements are hereby notified as follows: 1.

Implement the main responsibility of medical institutions; medical institutions should seriously consider the management of medical waste during the epidemic of New Coronavirus infection, and earnestly implement the main responsibility.

Its legal representative is the first responsible person for medical waste management, and the specific departments and operators producing medical waste are the direct responsible persons.

Medical institutions implementing the socialization of logistics services should strengthen the management of institutions and personnel providing logistics services, organize training, urge them to master the basic requirements of medical waste management and earnestly perform their duties.

We will strengthen environmental sanitation improvement, timely deal with the medical waste generated, avoid the accumulation of various wastes, and strive to create a healthy and hygienic environment.

2、 Strengthen the classified collection of medical waste (I) clarify the scope of classified collection.

Medical institutions in the diagnosis and treatment of New Coronavirus infected pneumonia patients and suspected patients fever clinic and wards (housing) waste, including medical waste and domestic waste, should be classified according to the collection of medical waste.

2) Standardize packaging containers.

Warning signs shall be provided on the outer surface of special packaging bags and sharp tool boxes for medical waste.

Before containing medical waste, careful inspection shall be carried out to ensure that it is free from damage and leakage.

The medical waste collection drum shall be pedal type with cover.

When the medical waste reaches 3 / 4 of the packaging bag or sharp tool box, it shall be effectively sealed to ensure tight sealing.

Medical waste shall be contained in double-layer bags, sealed with gooseneck knot and sealed in layers( 3) Do a good job in safety collection.

Timely classify and collect medical waste according to its category to ensure personnel safety and control infection risk.

When the outer surface of the packaging bag and sharp tool box containing medical waste is polluted by infectious waste, a layer of packaging bag shall be added.

When collecting disposable isolation clothing, protective clothing and other articles by category, it is strictly prohibited to squeeze them.

Each package and sharp case should be attached or pasted with Chinese labels.

The contents of the label include: the generating unit, the Department of production, the date of production, the category of the medical waste, and the “pneumonia of New Coronavirus infection” or “novel coronavirus” in the special note.

4) Process by subregion.

The medical waste generated by New Coronavirus infected pneumonia patients and suspected patients in the potential pollution area and contaminated area of the fever clinic and the sick area (room) were treated.

Before leaving the contaminated area, the 1000mg/L containing chlorine disinfectant should be sprayed and sterilized (uniform spray should be observed) or a medical waste packaging bag should be set up outside the contaminated area.

The medical waste generated in the clean area shall be disposed according to the conventional medical waste( 5) Do a good job in the treatment of pathogenic specimens.

High hazardous wastes such as specimens containing pathogens and related preservation solutions in medical wastes shall be subject to pressure steam sterilization or chemical disinfection at the place of generation, and then collected and treated as infectious wastes.

3、 Strengthen the transportation and storage of medical waste (1) safe transportation management.

Before transporting medical waste, the identification, label and sealing of packaging bags or sharp tool boxes shall be checked to see whether they meet the requirements.

When transporting medical waste, staff shall prevent the damage of special packaging bags and sharp tool boxes for medical waste, prevent the direct contact of medical waste with the body, and avoid the leakage and diffusion of medical waste.

After daily transportation, clean and disinfect the transportation tools, and the concentration of chlorine containing disinfectant is 1000mg / L; When the conveyance is contaminated by infectious medical waste, it shall be disinfected in time( 2) Standardize storage and handover.

The temporary storage place of medical waste shall be tightly closed and managed by staff to prevent non staff from contacting medical waste.

Medical waste should be stored in a separate area in the temporary storage place and handed over to the medical waste disposal unit for disposal as soon as possible.

Disinfect the ground of medical waste temporary storage place with 1000mg / L chlorine disinfectant twice a day.

The departments of medical waste generation, transport personnel, temporary staff and the transfer personnel of medical waste disposal units should be registered and transferred to each other, and give evidence that they came from pneumonia patients or suspected patients infected by New Coronavirus.

3) Make transfer registration.

Strictly implement the management of hazardous waste transfer receipt and register medical waste.

The contents of the registration include the source, type, weight or quantity of the medical waste, the time of delivery, the final destination and the signature of the operator, especially the “pneumonia of New Coronavirus infection” or “novel coronavirus”.

The registration information is kept for 3 years.

The medical institution shall timely notify the medical waste disposal unit to collect on-site and make corresponding records.

All levels of health and health administrative departments and medical institutions should strengthen information exchange with ecological environment departments and medical waste disposal units, and cooperate with New Coronavirus to deal with the regular disposal of medical wastes during the epidemic period of pneumonia.
